    Delegates Howell moves to amend the bill in subsection a on page two at line eleven following the word “unenforceable” by inserting the following: “; provided however that in instances involving a housing development or association, an association may, by majority vote of its members, continue a prohibition that effectively prohibits or restricts the installation or use of a solar energy system”
